PLENARY MEETING OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WAS HELD ON WEDNESDAY, 10 JUNE
Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, informed the People´s Deputies about the results of work of The Verkhovna Rada at the plenary meetings of 9 June.
The Verkhovna Rada of Ukraine ratified the Consular Convention between Ukraine and the Republic of Belarus, and also two Agreements between Ukraine and the Great Socialist People's Libyan Arab Jamahiriya concerning Legal Assistance in Civil and Criminal Cases and Extradition of Convicts.
The Verkhovna Rada of Ukraine having scrutinized the Bill of the Resolution "On Holding of the Joint Sitting of The Verkhovna Rada of Ukraine Committees on the Topic "The State of Ukrainian-Romanian Relations" adopted the decision to hold the meeting with the participation of 8 parliamentary committees on 1 July 2009
The Verkhovna Rada of Ukraine adopted the Bill "On Industrial Parks" as a Basis and rejected the Bill "On Formation of Industrial Parks".
The Parliament members included the Bill "On Amendments to the Schedule of the Fourth Session of The Verkhovna Rada of Ukraine of the Sixth Convocation" to the agenda and scrutinized it. Pursuant to the Resolution, on 15-19 June, the People´s Deputies will work in the Committees and Factions. On 22-26 June, the People´s Deputies will work in the following way: 22 June sitting of the Conciliative Council; 23 June Plenary Meetings; 24 June Plenary Meeting, work in the Committees and Factions; 25 June - Plenary Meeting; 26 June - Plenary Meeting. On 30 June-3 July, the People´s Deputies will work in the Committees and Factions.
The Resolution was adopted by 351 votes.
The Verkhovna Rada of Ukraine passed the Resolution "On the National Celebration of the 925th Anniversary of Foundation of the City of Tsiurupynsk (Oleshky) of Kherson Region" and "On the National Celebration of the 300th Anniversary of Foundation of the City of Hola Prystan of Kherson Region".
The Bill on free of chrge legal support was represented by the Minister on Justice, Mykola Onshchuk.As a result of scrutiny the Bill was adopted as a Basis.
The Verkhovna Rada of Ukraine adopted as a Basis and in its entirety the Law "On Amendments to Clause 73 of the Law "On the State Budget of Ukraine for 2009"
The Verkhovna Rada of Ukraine adopted as a Basis the Bills: on Amendments to the Law "On Transfrontier Cooperation", on Amendments to the Law "On Compulsory State Social Insurance against Unemployment".
Bill on Amendments to the Law "On the Capital of Ukraine - the City Hero Kyiv" in new revision was delivered by the Chairman of the Sub-Committee on State Building and Local Self-Governing, Mykola Traiduk. He announced that the Bill renovates the regulations of the effective Law in order to alter the system of organization of authority in the capital, redistribute authorities between the executive bodies (Kyiv Municipal State Administrations) and local self-government bodies (Kyiv Municipal Council, district councils and their executive bodies) and their officials.
As a result of scrutiny the Bill was adopted as a basis by 245 votes.
The Resolution "On Provision of Unimpeded Activity of the Mass Media during the Hustings in Year 2009" was introduced by the Vice-Chairman of the Verkhovna Rada of Ukraine, Mykola Tomenko. He announced that According to the Resolution it is recommended that the Cabinet of Ministers should take measures in order to stop the monitoring control by the corresponding services of the executive power bodies and state institutions for the mass media during the hustings in year 2009. It is also recommended by the Resolution that the State Tax Inspectorate, National Council of Ukraine on the Matters of Television and Radio Broadcasting should cancel the schedules of inspections of television organizations during the Period of hustings before the Elections of the President of Ukraine. The Resolution comes into force with the beginning of the hustings before the President´s Elections.
The Resolution was adopted by 361 votes.
The Bill of the Law on Amendments to the Law "On Television and Radio Broadcasting" (re the Diminution of the World Economic Crisis Negative Influence on the Activity of Electronic Media in Ukraine) was introduced by the People´s Deputy, Volodymyr Landik. He explained that the Bill recommends the legislative regulation of the issue on implementation of the charge rate on the issuance and prolonging of the licenses terms on the broadcasting and licenses of the provider of the program service.
The Verkhovna Rada has adopted the Bill as a Basis by 270 votes.
At the end of the Plenary meeting, the People´s Deputies scrutinized the Bill of the Law on Amendments to the Article 85 of the Law "On Banks and Banking Activity" (re the Provision of the Depositors' Rights in Commercial Banks).
As a result of scrutiny, the Bill was adopted as a Basis by 334 votes.
Then the afternoon plenary meeting was closed.
